How does the e-brake on 1986 505 turbo sedan work?

Hello guys. I´m trying to get my 505 turbo back on the road, but I cant seem to work out how to activate the handbrake. The cables and the levers on the calipers move, but It wont hold the disc. It doesnt even seem like it tries. Even if I use a set of large pliers directly on the lever attached to the calipers, it seems pretty much impossible to get the calipers to clamp the discs. What could I be missing?

I would check the rear caliper pistons have the slot perpendicular - if they have ever been forced back without rotating then that could have stripped the mechanism for the park brake.  
 

Moving that lever should actuate the piston and it should clamp the disk.  Are the rear disks working under normal braking?

They work perfect under normal braking yes.

I don't know if they have been forced back, as I bought the car this way. But maybe?

There’s a toothed strip inside the caliper bore which is what the park brake mechanism uses.  The only way to push the piston back is to rotated it clockwise 30 degrees or so, then rotate it back to center once it’s fully retracted.  Hopefully someone just missed that last step...
